The Orlando Fire Department (OFD) has issued a sole source solicitation (S25-0467) dated June 23, 2025, for semi-annual preventative maintenance services on Bauer breathing air compressors. The contract designates Breathing Air Systems as the exclusive, factory-authorized sales and service distributor for Bauer Compressors, supported by a March 18, 2025 letter from Bauer Compressors, Inc. This exclusivity is the basis for the sole source award with a seven-day window for other potential suppliers to submit qualifications. The contract requires comprehensive maintenance adhering strictly to National Fire Protection Association (NFPA) standards, specifically NFPA 1989: 5.2.1.1, and Bauer manufacturer specifications. The scope of work includes annual air quality testing with documented results submitted promptly to OFD, replacement of purification cartridges and various filters as prescribed by Bauer’s service manual, and routine maintenance such as O-ring replacement, Bauer-approved lubricant oil changes, condensate system cleaning, and inspection of mechanical and electrical components. System diagnostics involve visual and mechanical inspections, safety shutdown testing, calibration of gauges and sensors, and updating logbooks and maintenance records. Detailed service reports, including recommendations for repairs or upgrades, must be provided for each maintenance event. Services are performed on-site at designated Orlando Fire Department stations in Florida, with acceptance and inspection conducted by OFD personnel. The solicitation does not include federal FAR clauses, pre-set pricing, or formal contract type designation but implies a firm fixed-price structure within its local government procurement framework. All submissions must be emailed to the designated purchasing agent by June 30, 2025, and no formal size or socioeconomic certifications are stipulated.

This program provides matching grants to eligible rural fire departments for the purchase of wildland firefighting suppression supplies. To be eligible, departments must be comprised of at least 80 percent volunteer personnel and serve a rural area, defined as a town or village with a population of 10,000 or less based on the 2020 Census.
