BEAR PROOF DUMPSTERS

The U.S. Department of Agriculture, through the U.S. Forest Service’s Caribou-Targhee National Forest, is soliciting 22 bear-resistant dumpsters with a minimum capacity of 4 cubic yards, all of which must be certified and approved by the Interagency Grizzly Bear Committee and listed on the IGBC’s official website. The dumpsters must be constructed entirely of 10-gauge American-made steel for the body, lid, and lifting pockets, feature a dual front-load design, gravity-release lid latches, no drain hole, a zinc primer coating, and a brown powder-coat or TGIC polyester exterior finish. Maximum dimensions are 90 inches wide, 60 inches deep, and 65 inches tall. Delivery is required to the Saint Anthony Work Center in St. Anthony, Idaho, by October 30, 2026, under F.O.B. Destination terms, meaning all shipping costs are included in the offeror’s price. Vendors must coordinate with the Contracting Officer’s Representative three days in advance to arrange for a forklift, and deliveries must occur Monday through Friday. This procurement is a total small business set-aside under NAICS code 332439, and only small businesses eligible under FAR 19.5 may respond. All proposals must be submitted via email to the Contracting Officer by June 22, 2026, at 8:00 a.m. Mountain Time, and must include an active SAM registration and Unique Entity ID. The award will follow a lowest-price technically acceptable (LPTA) process, where only the lowest-priced offer that fully complies with all technical requirements in the Statement of Work will be considered, and compliance is non-negotiable with no deviations permitted. Offerors must also certify adherence to all federal anti-discrimination laws and the Equal Protection principles of the U.S. Constitution, and explicitly affirm that neither they nor any subcontractor operate or fund any Diversity, Equity, and Inclusion program that violates Title VI or VII of the Civil Rights Act of 1964, in compliance with Executive Orders 14168 and 14173.
