Bear River Control Structure Concrete and Guardrail Repairs

The City of Grande Prairie is seeking proposals from specialized engineering consulting firms for the maintenance and repair of the Bear River Control Structure and its associated infrastructure. The scope of work covers the entire project lifecycle, including preliminary engineering, topographic surveys, detailed design for concrete repairs and surface drainage improvements, and the creation of a tamper-resistant metal lock cover for the south spillway control entrance. The selected firm will also be responsible for tender preparation, construction supervision, contract administration, project management, and the completion of post-construction and warranty inspections. All deliverables must adhere to the City's Construction and Design Manuals as well as relevant Federal and Provincial standards. Proposals must be submitted electronically by October 8, 2026. The evaluation process is conducted in stages, requiring proponents to meet mandatory submission criteria and achieve a minimum score of 70 percent on non-price rated criteria before their financial proposals are opened. Award selection is based on a combined score of qualitative responses and pricing, with the lowest price serving as the tie-breaker. Mandatory requirements for bidders include professional registration with APEGA or an equivalent body, a valid Certificate of Recognition (COR) endorsed by the Government of Alberta, and a WCB Clearance or Exemption Letter. The contract includes a two-year warranty period, concluding with a Final Acceptance Certificate once all deficiencies are resolved.
