AI Contract Overview
The solicitation calls for 180 annular ball bearings with NSN 3110-00-198-2211 under a Total Small Business Set-Aside, with performance required at Hill AFB, Utah, and a delivery deadline of 370 days after award. The procurement is subject to stringent domestic sourcing restrictions under DFARS 252.225-7016, requiring that each bearing be manufactured in the United States, its outlying areas, or Canada, and that the cost of components—rolling elements, retainer, inner race, or outer race—manufactured in these locations must exceed 50% of the total bearing component cost. Offerors must submit a completed Contractor’s Declaration on the domestic/foreign nature of materials, obtainable from the DLA Foreign Bearing Waiver website, and failure to provide this documentation will disqualify the quote. If no qualified domestic offerings are received, the solicitation may be canceled or held pending a waiver request per DFARS 225.7009-4. Technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, and first article testing is required. The item is subject to export control under ITAR or EAR, and only contractors with approved US/Canada Joint Certification Program status, completed DLA export control training, and authorized access may receive or handle technical data. The contractor must comply with MIL-DTL-197M for preservation, packaging, and marking, including MIL-STD-129 labeling, and palletization per RP001 DLA packaging standards. Inspection and acceptance occur at origin, with the manufacturer’s quality system required to meet at minimum SAE AS9003 or ISO 9001 tailored to AS9003. Cybersecurity requirements include NIST SP 800-171 DoD assessment compliance, and CMMC Level 2 certification applies for third-party assessors. Payment and invoicing must be conducted through WAWF, requiring SAM registration and WAWF system access, with receiving reports adhering to DFARS Appendix F. Pricing data is subject to DFARS deviation 2026-00048, and SAM registration and representations are mandatory under FAR 52.204-7. The solicitation is issued under NAICS 332991, with proposals to be submitted via DIBBS by the deadline
