The contract pertains to the procurement of a Ball Bearing, Duplex (NSN 3110-01-320-3584), which is a sole source item controlled by the Naval Sea Systems Command. The bearing must conform to Drawing 5750303 REV LD and is to be sourced specifically from SKF USA Inc., the approved supplier. Inspection and acceptance will occur at origin with FOB destination delivery, and the requested delivery timeframe is 207 days after receipt of order. This bearing is designated as a critical application item requiring higher level contract quality and assurance, though it is not classified as a Critical Safety Item. The solicitation excludes reverse auctioning, surge, sustainment, and does not require a subcontracting plan. Procurement is direct through DLA stock, with the contract structured as a Long Term Indefinite Quantity Contract spanning a three-year base period plus a two-year option period. The contract guarantees a minimum quantity of four units in the first 12 months, with estimates suggesting an annual demand of eight units and order quantities ranging from a minimum of four to a maximum of eight units per stock delivery order. The solicitation will be unrestricted but marked as other than full and open competition, with the final award decision based on a combination of price, past performance, and other factors outlined in the Request for Proposal (RFP). The anticipated RFP release date is October 22, 2013, and it will be available electronically via the DIBBS website. No paper copies will be distributed. Points of contact for this procurement include acquisition specialist DeVora J. Seymore and contracting officer Michael H. Whaley.
