BEB Ops & Charging Strategy Study

Community Transit is seeking qualified vendors under solicitation 2026-138 to develop an operational concept and charging strategy for a Battery Electric Bus (BEB) operating facility. The project focuses on a fleet of 34 BEBs utilizing 21 charging positions at the Kasch Park Operating Base in Washington. The selected vendor will be required to create a three-day rolling predictive simulation to evaluate fleet dispatching, coach staging, and charger utilization, while modeling factors such as state of charge, mileage, and fleet readiness using General Transit Feed Specification static schedule data. Key deliverables include a project work plan, an existing operations and future facility assumptions report, an operational analysis summary, and a final actionable report to guide future procurement and integration. This is a firm fixed-price contract anticipated to begin in October 2026 and continue through project completion. Proposals are due by October 21, 2026, and must include a not-to-exceed price, a detailed questionnaire addressing technical capability and relevant experience, and certifications regarding conflicts of interest. Evaluation will be based on the vendor's experience with BEB operations, their proposed approach to the operational simulation and digital tabletop tool, and their past performance. Payments will be made within 30 days of the acceptance of deliverables and receipt of a properly prepared invoice.
