Behavioral Health Wellness Campus

The County of San Diego is developing a new Behavioral Health Wellness Campus on 8.24 acres of county-owned property located at 3851 Rosecrans Street in San Diego. The project involves the construction of approximately 120,000 square feet of new facilities designed to provide a comprehensive continuum of adult behavioral health services, including crisis stabilization, outpatient treatment, residential substance use treatment, mental health and social rehabilitation, and peer support. The scope includes essential site improvements such as parking, landscaping, utility infrastructure, security features, and outdoor therapeutic spaces. To ensure the adjacent County psychiatric hospital remains fully operational during construction, the project also requires the installation and subsequent removal of temporary offices, storage, and utility connections. The project is funded through grant funding from the California State Department of Health Care Services, utilizing bond proceeds pursuant to Welfare and Institutions Code Section 5965.04. Managed by Project Manager Melanie Tylke, the development must adhere to Board Policy G-9 for parking and Board Policy G-15 for design standards regarding energy performance and public accessibility. As a public work under Labor Code Section 1720(a), the contract mandates that all workers be paid the general prevailing rate of per diem wages, with strict requirements for payroll record maintenance and registration under Labor Code Section 1725.6. The project was approved by the County Board of Supervisors on August 19, 2026, and is classified as a ministerial and statutory exemption under CEQA.
