Benicia Train Depot Preservation & Maintenance Project

The City of Benicia is soliciting bids for the preservation and cosmetic restoration of the historic Benicia Southern Pacific Railroad Passenger Depot, focusing on exterior maintenance to maintain historical integrity. The project requires comprehensive work including reroofing with minor repairs to the roof deck and fascia, full replacement of rain gutters and downspouts, resealing and glazing of window panes, removal and reinstallation of signage, power washing of all exterior surfaces, and repair and preservation of damaged wood siding and trim. All exterior surfaces must be properly prepared, primed, and repainted using historically accurate colors and sheens that align with the depot’s architectural heritage. The work must comply with applicable California codes including Title 24, ASTM standards for materials and testing, and industry best practices, with inspections and final acceptance conducted by the City Engineer at the project site. The bid evaluation follows a Lowest Price Technically Acceptable (LPTA) model, meaning the award will go to the lowest responsible and responsive bidder whose proposal meets all technical requirements; no trade-offs between cost and non-cost factors are permitted. Financial responsibility, past performance, and bid completeness will be assessed for responsibility, while responsiveness is judged strictly on adherence to mandatory conditions. Pricing is submitted as a schedule of line items for mobilization, roof replacement, deck repairs, fascia work, gutter installation, and other tasks, though actual dollar amounts are left blank in the solicitation. The contract includes special requirements such as the right to substitute securities for retention, no reimbursement for owner-furnished materials, mandatory daily recordkeeping subject to audit, and absolute settlement of claims through signed change orders. No DBE participation is mandated, and neither UEI nor CAGE codes are required, though federal tax ID and state contractor license numbers are necessary.
