Bentonville Parks and Recreation 10 Year Master Plan

The City of Bentonville is seeking qualified professional firms to submit Letters of Interest and Statements of Qualifications for the development of a ten-year Parks and Recreation Master Plan, covering the period from 2026 to 2036. This initiative, led by the Parks and Recreation Department in partnership with the Walton Family Foundation Design Excellence Program, aims to create a comprehensive, actionable plan that guides future land acquisition, capital improvements, program development, operational efficiency, and financial sustainability for the city’s growing parks system. The selected consultant team must demonstrate multidisciplinary expertise in long-range planning, landscape architecture, community engagement, facility and program analysis, and financial modeling to address the evolving recreational needs of a community exceeding 65,000 residents amid rapid population growth and shifting demographic and development trends. Submissions are required by September 17, 2026, under solicitation number RFQ-2026-0002, with all proposals evaluated based on the firm’s experience, qualifications, and ability to deliver a plan that aligns with the City’s ambition to achieve Gold Medal status in parks and recreation operations. The process complies with Arkansas Code § 19-11-801, ensuring adherence to state procurement standards for professional services. The Consultant will be expected to conduct extensive community outreach, analyze existing conditions, forecast future demands, and integrate equity and accessibility into the plan’s framework, ensuring that the final product is both visionary and implementable.
