Walton County is seeking a qualified consultant to develop a comprehensive Parks and Recreation Master Plan and an accompanying Recreation Impact Fee methodology. This Request for Proposals (RFP) is issued to solicit proposals from firms with demonstrated experience in recreation and open space master planning, impact fee methodology development, and public engagement for local government clients. The Master Plan will establish a twenty (20) year framework for the acquisition, development, and management of County parks, recreation facilities, trails, and open space, organized by Planning Area (North, South, and North/South Central). The Recreation Impact Fee methodology will be developed concurrently and will rely on the needs, deficiencies, and priorities identified through the Master Plan process. The County has recently completed four (4) public workshops on recreation facilities and programming, and a countywide parks and recreation survey is currently in progress. The County has also recently completed strategic plan workshops and a related county survey. Data from these efforts will be made available to the selected consultant and should inform, rather than duplicate, the engagement scope described in Section 3. This Master Plan will align with the Plan for Walton 2040 and the proposed Comprehensive Plan amendments, which will be provided to the selected consultant as governing reference documents. No prior County-wide Parks and Recreation Master Plan exists; however, the County's current ball field improvement effort is a related, in-progress initiative the consultant should be made aware of.
