The product is regulated by the FDA and must be packaged in commercial containers that protect against damage and breakage, with exterior shipping containers ensuring safe, cost-effective delivery to the specified destination. All packaging and marking must comply with Medical Marking Standard No. 1, replacing MIL-STD-129, and must exclude intentional use of mercury or mercury compounds unless exempted for specific functional applications like batteries or instruments with secondary containment. The contract specifies a unit of issue as a bottle (BT), with a total order of three bottles, delivery required within 20 days FOB destination, and zero tolerance for quantity variance. Inspection and acceptance occur at the delivery point. Only approved manufacturers—Avkare LLC, Golden State Medical Supply, Inc., and Proficient RX LP—are listed, each with their respective NDC numbers. The solicitation is issued under DLA contract SPE2DP-26-T-3104, with all technical and quality requirements governed by the DLA Master List, and must conform to MIL-STD-2073-1E packaging standards. The contracting official must submit an electronic referral via EBS for FDA verification prior to award, including full supplier and product identifiers.
