Berkeley Animal Hospital - 2709 San Pablo Avenue, ZP2025-0054

Use Permit Modification ZP2025-0054, effective January 20, 2026, authorizes the expansion of the Berkeley Animal Hospital located at 2709 San Pablo Avenue in the C-W Zoning District. The project involves expanding the clinic's floor area by 1,984 square feet into an adjacent tenant space, bringing the total facility size to 5,160 square feet. The scope of work includes the remodel of the existing hospital, demolition of walls in the vacant space, and the installation of new interior walls, flooring, and ceiling finishes to accommodate an expanded reception area and additional exam rooms. No exterior modifications are proposed. The project is categorically exempt under CEQA Section 15303 and must comply with the Berkeley Municipal Code Title 23 Zoning Ordinance and Title 13. The project is subject to several operational and environmental requirements, including a 100 percent diversion rate for asphalt, concrete, and soil debris as part of a Construction Waste Management Plan. The applicant must designate a Project Liaison to manage and report construction-related complaints weekly and ensure all streetscape improvements meet City of Berkeley accessibility standards. Additional mandates include providing secure on-site bike parking for at least two bicycles, restricting delivery activities to between 7:00 a.m. and 10:00 p.m. daily, and providing transit subsidies if the business employs 10 or more people. The developer is required to indemnify the City of Berkeley against all liabilities arising from the project and must provide evidence of compliance with the approved drawings dated November 10, 2025, prior to final inspection.
