AI Contract Overview
This solicitation, identified as F1S0AY6169A001, is a combined synopsis and Request for Quotation issued under FAR Part 12 as a commercial item acquisition to procure 700 Beta Transformers, part number MLP-2205, for use in the 812 AITS F-16 Instrumentation program. The requirement is sole-source and justified under FAR 13.101(b) and GSAR 538.7104-3(a) due to the unique, non-substitutable nature of the component, which is engineered into custom PCBs to maintain MIL-STD-1553 data bus integrity during flight test operations. Only new, Original Equipment Manufacturer (OEM) parts sourced directly from OEM-authorized resellers are acceptable; refurbished, used, or gray-market items are strictly prohibited, and offerors must provide verifiable proof of authorized reseller status. Delivery must be FOB Destination to Edwards Air Force Base, California, with full responsibility for safe transit and condition of the units resting with the vendor. The solicitation is set aside exclusively for Women-Owned Small Businesses, and all offerors must self-certify their WOSB status and maintain current representations in the System for Award Management (SAM.gov) per FAR 52.212-3. Quotes must be submitted via email to the designated contracting officers by 2:00 PM Pacific Standard Time on August 1, 2026, and must include a completed Price List and all required certifications. Failure to provide complete information will result in non-responsiveness. Award will be made to the offeror whose proposal is most advantageous to the government, considering technical acceptability, price, and other factors, in accordance with FAR 52.212-2, allowing for a trade-off evaluation rather than a pure lowest price technically acceptable approach. The acquisition is governed by the standard commercial item clauses under FAR 52.212-1, -2, -3, -4, and -5, with no specified packaging, marking, or preservation requirements beyond ensuring the components remain in new, factory-condition state. No contract value is pre-determined as pricing is entirely dependent on offeror submissions, and no formal Contracting Officer’s Representative or Contracting Officer’s Technical Representative has been assigned in the documentation.
