The City of Lake Forest, located in southern Orange County, California, is seeking qualified vendors to provide on-call towing and storage services for bicycles and electric bicycles under Contract Number 2026-RFP-033. The contract has an initial term of three years, from November 10, 2026, to November 9, 2029, with the City holding the unilateral option to extend the agreement for up to two additional one-year periods at its sole discretion. If renewal is not pursued, the City will re-procure the services. The work is performance-based and centered on timely response within 30 minutes of a service request, with all services rendered on-site within the City’s jurisdiction. Proposals are evaluated using a trade-off methodology that prioritizes technical merit over price, with the Scope of Services accounting for 40% of the total score, followed by Qualifying Technical Proposal (25%), Cost (20%), Proposal Quality (10%), and Presentation/Interview (8%). The lowest cost does not guarantee award, and technical superiority may justify higher pricing. Offerors must submit two separate volumes: a technical proposal without cost information and a standalone cost proposal, both submitted electronically via the City’s eProcurement portal no later than September 2, 2026, at 6:00 PM. Contractors must demonstrate independence, proper California licensure, and absence of conflicts of interest with City operations. They are required to maintain comprehensive insurance including $1 million commercial general liability, $1 million automobile liability, and workers’ compensation as mandated by California law, with the City named as additional insured. Subcontracting requires prior written approval and full compliance with all prime contract terms. The Contractor must adhere to California’s prevailing wage laws, labor codes, and equal opportunity employment standards, and certify compliance with all applicable regulations including Cal/OSHA and the California Vehicle Code. No UEI, CAGE code, or socioeconomic certifications are required, and the contract does not involve federal funds, eliminating the need for federal acquisition regulations or specific accounting codes. The City retains the right to terminate for convenience with seven days’ notice, limiting payment to work completed prior to termination. All deliverables are accepted based on performance evaluations aligned with adjectival ratings, and the Contractor indemnifies the City against non-compliance. Payment is made within 30 days of receipt of a valid monthly invoice, and contracts must be executed with no assignment or transfer permitted without City consent.
