Bid 14-2526 On-Call Construction of Sidewalks

The Town of Guilford is soliciting competitive bids for an on-call contractor to perform sidewalk construction and related infrastructure improvements, including curb and gutter, driveway aprons, handicap ramps, excavation, backfill, pipe installation, traffic control, and erosion controls within public rights-of-way. This is an indefinite delivery/indefinite quantity (IDIQ) contract with no guaranteed work volume or fixed contract value; individual projects will be awarded through specific Task Orders or Purchase Orders issued as needed, with strict adherence to timelines as time is of the essence. Bidders must submit one original, two paper copies, and one electronic copy on a flash drive by June 2, 2026, at 9:30 a.m. to the Town Hall at 31 Park Street, Guilford, CT 06437, along with a bid bond or cashier’s check. All work must comply with Connecticut Department of Transportation Standard Specifications Form 819 (2024), MUTCD 11th Edition (2023), ACI and ASTM standards, and Town of Guilford Standard Details including GSD-5, GSD-7, GSD-8, GSD-10, and GSD-12. Bidders are required to meet state-level registrations including a Connecticut Tax Registration Number and comply with EEO reporting obligations under CGS 46a-68c–46a-68k, particularly if employing more than 10 people. Non-resident contractors must submit a 5% guarantee bond and are subject to state tax withholdings. The contract requires full bonding and insurance coverage and prohibits subcontracting more than half the work without prior written approval. Evaluation will prioritize compliance with all bid requirements, contractor experience and reputation, financial stability, quality of prior work, and the reasonableness of bid pricing, with award going to the lowest responsive, qualified, and responsible bidder whose proposal serves the Town’s best interests, not strictly the lowest price.
