Bid NO. 26-29 City Wide Plumbing Services

The City of Huntsville, Texas, is seeking qualified vendors to provide comprehensive city-wide plumbing services under Solicitation No. 26-29, with a submission deadline of July 2, 2026, at 2:30 p.m. Central Time. The contract encompasses the installation, maintenance, and emergency response for all plumbing systems across city buildings, including underground and above-ground piping, as well as water lines for appliances such as ice makers, dishwashers, washing machines, and coffee makers. Vendors must supply all labor, materials, equipment, and chemicals necessary to perform these services in full compliance with applicable codes, laws, and manufacturer warranties. The work will be performed at designated locations throughout Huntsville, Texas, under FOB City of Huntsville terms, with an initial performance period running through September 30, 2027, and four one-year renewal options extending through September 30, 2032. Bidders must demonstrate a permanent place of business, adequate personnel and equipment, sound financial standing, relevant technical experience, and a satisfactory performance record to pass mandatory eligibility gates. Proposal evaluation will be based on best value, considering cost, quality, product durability, vendor reliability, and delivery capability. Pricing must be submitted using the provided rate schedule, which includes flat-rate trip charges and hourly labor rates for regular business hours, weekends, holidays, and non-business hours, along with a markup percentage for parts and materials. Vendors must hold a valid Class Master Plumber License and submit original documentation in a sealed envelope marked appropriately. Compliance with Texas state statutes is mandatory, including prohibitions against discriminating against firearm entities or boycotting Israel, Iran, Sudan, or energy companies. Vendors must also meet stringent insurance requirements, including $1 million general liability, $300,000 automobile liability, $1 million professional liability, and Texas-compliant workers’ compensation, with the City named as additional insured and a blanket waiver of subrogation in place.
