Bids for Cold Planing, Reclamation and In-Place Bituminous Concrete

The Town of Halifax Highway Department is soliciting sealed bids for cold planing, reclamation, and in-place bituminous concrete services for town roads, sidewalks, and other designated areas in Halifax, Massachusetts. The contract covers a base performance period from July 1, 2026, through June 30, 2027, with options for two additional one-year renewals. All work and materials must strictly adhere to Massachusetts Department of Public Works specifications, and contractors must comply with Massachusetts prevailing wage laws under M.G.L. Chapter 149. Eligible bidders must be pre-qualified by the Massachusetts Highway Department and provide a bid deposit equal to 5 percent of the total bid amount via cash, certified check, or surety bond. For contracts exceeding 10,000 dollars, all personnel are required to hold a 10-hour OSHA-approved construction safety and health certification. Bids must be submitted in sealed envelopes using original town forms to the Highway Department office at 60 Hemlock Lane, Halifax, MA. While the solicitation encourages participation from Woman and Minority Business Enterprises, the Town reserves the right to reject any bids and award the contract in its best interest per M.G.L. Chapter 30, Section 39M.
