Full Description
The bids will be received by the Lancaster County Purchasing Office at 150 North Queen St, Suite 712, Lancaster, PA, 17603, until 11:00 AM, prevailing time, Tuesday, August 6, 2026, and will then be publicly opened and read. A prebid meeting will not be held.
Plans and contract documents can be obtained in pdf format from RETTEW Associates, Inc. by requesting documents by phone ((800)738-8395) or email (dan.winey@rettew.com). PDF files will be distributed via email. The deadline for submitting questions to or requesting clarifications from the Engineer is 5:00 P.M., prevailing time, Monday, July 27, 2026.
Bid bond or certified check for 10% of the total base bid payable to the "County of Lancaster" shall accompany each proposal and be forfeited as liquidated damages should the bidder default in execution of the contract within 10 days after award of same. Bids may not be withdrawn within 45 days after bid opening. The County reserves the right to waive irregularities in, or reject any and all bids.
The Owner shall award the contract to the lowest responsible and responsive bidder or reject all bids within seven (7) days from the date of the bid opening; provided, however, if the award is delayed by the required approval of another governmental agency, the sale of bonds, easement acquisition or the award of a grant, the Owner shall reject all bids or award the contract to the lowest responsible and responsive bidder within one hundred twenty (120) days from the date of the bid opening.
Notice to proceed is anticipated by late September, 2026. Mobilization is permitted on or thereafter October 1, 2026, for Big Conestoga 7A bridge. Mobilization for Big Conestoga 7B is permitted when GP-11 permit approval (anticipated November 2026) is received by the Engineer. Substantial completion is required by April 23, 2027. All work shall be fully completed and ready for final payment by May 21, 2027. Engineer’s estimated project cost range is $2,500,000 to $3,000,000.
In accordance with the Pennsylvania Antibid-Rigging Act, 73 P.S. Section 1611 et seq., a Non-Collusion Affidavit must be submitted.
This project will include prevailing wage determinations as defined by the Commonwealth of Pennsylvania Secretary of Labor and Industry.
