Pricing is quoted in Indian Rupees with estimated quantities for each category, and proposals are to be submitted electronically with physical samples delivered by the stated deadline. Award will be based on the lowest-priced, technically acceptable, responsible offeror per FAR 15.101-2. The contract contains rigorous quality and compliance requirements, including use of acid-free paper, pre-approved binding materials, non-malodorous adhesives, and specific spine construction to accommodate magnetic security strips supplied by LOC. The evaluation prioritizes technical acceptability, past performance, and price in a pass/fail manner, with responsibility under FAR 9.104 rigorously assessed. The solicitation also outlines strict submission requirements, mandates no submission of full solicitation documents, and restricts proposal submissions to a designated email and physical address for samples.
