Under the authority of FAR 15, the U.S. Army Natick Contracting Division, Kansas Street, Natick, MA on behalf of the United States Army-Soldier Systems Center, Natick, MA intends to negotiate and award a contract on a sole source basis with Kansas St ate University (of Manhattan, KS 66506). This order will be for research and development into biodegradable lightweight fiberboard for military packaging applications. This research effort is an expansion of previous efforts performed by Kansas State and c an best achieve successful results by continued utilization of the Kansas State technical resources. THIS IS NOT A REQUEST FOR PROPOSAL. A determination by the Government not to compete this proposed contract based upon responses is solely within the discretion of the Government.
