This announcement is amended to note that: The anticipated approach has been reconsidered. It has been determined that the additional work does not constitute a new requirement, but is necessary to allow the contractor to complete the database associated with the influenza virus as originally required under the existing contract. The need for the additional work was caused by a substantial increase in data associated with the mutation and spread of the influenza virus after Contract award. While the additional work was unknown at the time of award, it could be reasonably anticipated by the original field of offerors and has been determined to be within scope. Accordingly, in lieu of a sole source action, this requirement will be accomplished via a within scope change to the existing contract. In order to maximize future competition the NIAID contemplates full and open competition in fiscal year 2013.
