Biosolids Removal Services

The Hernando County Board of County Commissioners is soliciting bids for the removal and transportation of un-stabilized wastewater residuals from three facilities: the Glen Lakes, Hernando Airport, and Ridge Manor Subregional Wastewater Treatment Plants. This firm fixed price term contract requires the contractor to provide all labor, materials, and equipment to transport an estimated annual volume of 8.7 million gallons of liquid residuals and 560 tons of dewatered residuals to a Residuals Management Facility. Pickups must occur on a pre-determined schedule or within 24 hours of notification, with facility operations limited to 7:00 a.m. through 3:30 p.m. Award will be granted to the lowest responsive and responsible bidder, with a local preference for businesses located within Hernando County in the event of a tie. Qualified bidders must be registered in Florida, provide three references from the last seven years, and submit a detailed list of personnel and equipment. The contractor must comply with Chapter 62-640 of the Florida Administrative Code and Title 40 CFR Part 503, maintaining strict documentation of application zones, weight tickets from certified scales, and annual summaries for the FDEP. Comprehensive insurance coverage is required, including general liability, pollution liability, and automobile liability, with a minimum of 1 million dollars per occurrence.
