Bird Exclusion Services

The City of Modesto is soliciting bids for comprehensive bird exclusion services at its baseball stadium located at 601 Neece Dr, Modesto, CA, to prevent nesting and loafing by pigeons, doves, starlings, and sparrows beneath the bleachers and over the concourse area. The scope requires installation of a stainless steel cable and netting system with mesh openings no larger than 0.75 inches, along with black PVC-coated wire mesh to block access above the netting, installation of 4–6 foot zippers for maintenance access, removal and offsite disposal of all existing nesting materials and feces, and daily sealing of the building exterior for security. Contractors must provide all labor, equipment—including scissor and boom lifts—and materials, and comply with California prevailing wage laws, submitting certified payroll records. The contract includes a one-year warranty against re-entry of birds and mandates that all work meet City of Modesto standards and applicable state regulations. Bids must be submitted electronically via the City’s OpenGov Procurement portal by May 1, 2026, at 5:00 PM, and include required attachments such as customer references, company history statement, warranty statements, subcontractor list, prevailing wage documentation, and any exceptions or clarifications. Local vendors within Stanislaus County receive a 5% price advantage during evaluation. Contract award will be based on best value, balancing price and quality of service, not solely on the lowest bid. Insurance requirements include $2 million commercial general liability, $1 million auto liability, and $1 million workers’ compensation with the City named as an additional insured, all issued by carriers rated A:VII or better by A.M. Best. Contractors must hold a valid Modesto business license, comply with the Drug-Free Workplace Act, and obtain prior written consent for any subcontracting. Payment will be processed through the City’s ePay program via MasterCard (Net 30) or manual check (Net 45), with invoices sent to APvendors@modestogov.com. The contract is funding-dependent and may be renewed annually only upon City Council appropriation, with all work products and records becoming City property upon completion.
