Sole Source Intent Notice Annual Black Book Subscription to the New Car Guide Website Research Data The Bureau of Labor Statistics, Office of the Commissioner: Division of Consumer Price Survey intends to award a sole source contract to the Hearst Media Corporation. The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 USC 254(1), as implemented by FAR 6.302-1. The following is a quick synopsis and explanation for this BLS requirement: Scope: The Bureau of Labor Statistics' has a subscription to the "Black Books New Car Guide Website with Hearst Business Media Corporation annually. The period of performance will start on September 1, 2014 and end on August 31, 2015. The Bureau of Labor Statistics' annual subscription entitles the Bureau access to an online subscription of "Black Books" automobile data. This data includes product specifications and pricing. The Consumer Price Index (CPI) division uses this data to independently verify data received from respondents to ensure data quality. The vendor will provide thirteen (13) Concurrent User Licenses to access "Black Book's" website monthly from 09/1/14 -08/31/15. Currently, there is only one responsible source and no other to supply the automobile data subscription. This is a sole source notice is published for informational purposes only, This is not a request for proposals. Therefore, no solicitation documents exist for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement including costs by 12:00 p m EST by 8/27/ 2014 that provides sufficient details for consideration by the Government, via e-mail transmittal to gantt.joan@bls.gov. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All questions or comments regarding this notice shall be addressed in writing to Joan Gantt, Contract Specialist at gantt.joan@bls.gov.
