The Correctional Service Canada has a requirement to provide support and programming to federally incarcerated offenders in the Ontario region. In particular, but not limited to, Indigenous and Ethno-cultural offenders. The services with the implantation of this program will support all federally incarcerated offenders, but special support will be provided with cultural sensitivity to Ethno-cultural offenders. The work will involve collaborating with a Black focused and Black serving community agency which can aim to provide Black mental health supports as described below.
Objectives:
The contractor will deliver structured mental health programming for the duration of the contract to Black inmates at select institutions within Ontario region. This will enable the provision of specialized, supportive mental health programs to Black inmates in the Ontario region at Collins Bay Institution (Medium and Maximum security levels), Joyceville Assessment Unit as well as Warkworth Institution.
The structure to be delivered during the period of the contract will be through in-person and/or virtual programming as determined through the expertise of contractor in order to efficiently and effectively provide the service in delivering the mental health programming and supports.
The objective will be to provide specific culturally relevant mental health supports to equip Black offenders with the tools needed to successfully reintegrate into society and limit any barriers they may encounter while requesting mental health supports.
