Washington County Young Adult Recovery Center

Washington County Health and Human Services, Behavioral Health Division, Addictions Program, is seeking a qualified provider to operate a Peer-Supported Young Adult Addiction Recovery Drop-In Center for residents aged 18 to 35. The contract period runs from July 1, 2027, through June 30, 2032. The center will serve individuals with a diagnosed Substance Use Disorder or those at risk of returning to substance use who are interested in a lifestyle free from addiction. To be eligible, providers must possess a dedicated facility within Washington County of at least 1,000 square feet, have five years of experience in peer-delivered services for young adults, and have two years of experience operating a peer-led recovery drop-in center specifically for this age group. The selection process involves a written phase followed by potential interviews, with the interview process carrying significant weight in the final award determination. Awardees must maintain comprehensive insurance, including General Liability, Professional Liability, and Sexual Abuse and Molestation Liability. The contract is governed by Oregon law and requires strict adherence to HIPAA, 42 CFR Part 2, and various federal civil rights acts. Key administrative requirements include maintaining fiscal records for three years and implementing progressive quality assurance and improvement processes. All proposals must be submitted electronically via the County's Procurement Portal by the November 20, 2026, deadline.
