The Ohio Department of Medicaid is soliciting proposals for a single contractor to perform statewide Level II Pre-Admission Screening and Resident Review (PASRR) evaluations for individuals with indications of serious mental illness (SMI), including those dually diagnosed with developmental disabilities. The contractor will determine if these individuals require nursing facility services and specialized mental illness services, which are arranged by the Department of Behavioral Health. The contract runs from the date of signature through June 30, 2029, with the possibility of one-month renewals at the state's discretion. Estimated annual volumes include 8,500 pre-admission and resident reviews, 7,500 expedited SMI evaluations, 450 virtual reviews, and 300 categorical emergencies and respite cases. The award will be based on a total scoring system combining technical (620 points), cost (200 points), and presentation (100 points) scores. Key requirements include maintaining a HIPAA-compliant, secure web-based data management system compatible with the State of Ohio Level I assessment system and adhering to 42 C.F.R. Part 2 regulations. The contractor must provide a detailed work plan, startup plan, and contingency plan, while ensuring all clinical personnel are approved by the agency. Additionally, the contract includes a minimum 15% set-aside for Ohio-certified Minority Business Enterprise (MBE) subcontractors, with failure to meet this goal potentially resulting in a breach of contract. Proposals must be submitted via the OhioBuys Supplier Portal, consisting of a separate technical proposal and a fixed-cost fee proposal.

All required forms are included in Part 7 unless otherwise indicated.” Question: Please clarify how the required forms listed in the Technical Proposal Components section of the RFP should be submitted on the OhioBuys site.
