RFP J28025 ADULT SEX OFFENDER TREATMENT SVC, SECOND CIRCUIT

The Judiciary of the State of Hawaii is soliciting proposals under RFP J28025 for comprehensive adult sex offender treatment services within the Second Circuit, covering the islands of Maui, Lanai, and Molokai. The contract aims to provide a structured approach for adults sentenced or court-directed to receive treatment, including assessment services such as clinical interviews, psychometric testing, and polygraph examinations, as well as treatment curricula combining relapse prevention and behavior modification. The estimated annual volume of services includes treatment for 15 clients, 5 psychosexual evaluations, and 30 polygraphs. The initial period of performance is from July 1, 2027, to June 30, 2029, with a possible two-year extension based on performance and funding. Evaluation is based on a 100-point scale focusing on service delivery (55 points), experience and capability (20 points), and financial reasonableness (10 points). Additionally, providers must hold all necessary licenses and accreditations and maintain tax clearance from the Hawaii State Department of Taxation for contracts exceeding 25,000 dollars. Services must adhere to SOMT guidelines, evidence-based practices, and ADA requirements, with contract compliance monitored through unannounced site visits and annual quality improvement activities.
