RFP J28022 ADULT SUBSTANCE ABUSE TREATMENT SVC, SECOND CIRCUIT

The Judiciary of the State of Hawaii is soliciting proposals under RFP J28022 for adult substance abuse treatment services within the Second Circuit, covering Lanai, Molokai, and Maui. The goal is to provide a comprehensive, evidence-based continuum of care for court-ordered adults to promote long-term abstinence and reduce re-offending behaviors. The required service spectrum includes substance abuse assessments, education, pre-treatment and motivational enhancement, outpatient, intensive outpatient, day and residential treatment, and therapeutic living programs. The initial contract term runs from July 1, 2027, to June 30, 2029, with a possible two-year extension based on funding and performance.
