RFP J28027 JUVENILE SEX OFFENDER TREATMENT SVC, SECOND CIRCUIT

The Department of Judiciary for the State of Hawaii is soliciting proposals under RFP J28027 for juvenile sex offender specific assessment and treatment services within the Second Circuit, covering Maui, Molokai, and Lanai. The primary objective is to provide court-adjudicated youth with specialized services to reduce deviant and abusive behaviors, address victimization trauma, and enhance community safety. The scope of work includes psychosexual and victimization trauma evaluations, individual, group, and family therapy sessions, polygraph testing, psycho-educational training, and aftercare programs. Award amounts will be negotiated based on unit rates for specific services, such as evaluations and polygraphs, with an estimated annual volume of 5 to 10 juveniles. Providers must maintain a comprehensive quality assurance plan, undergo periodic audits, and comply with all state and federal laws, including tax clearance and non-discrimination requirements.
