The USDA Forest Service, Okanogan-Wenatchee National Forest, is seeking construction services for the reconstruction of the Blackpine Lake Campground, located in the Methow Valley Ranger District near Twisp, Washington. The project involves significant upgrades to the campground infrastructure, including widening and surfacing existing roads with aggregate and pavement, constructing new roads and turnouts, and modifying camp spurs by reconstructing most and adding some new ones while removing a few. The project also includes enhancement of the boat launch area, with road widening and paving to improve access, expansion of the lower parking lot to accommodate 15 vehicles, removal and replacement of two floating docks, and construction of a new accessible paved trail. Blackpine Lake itself is a 20-acre area supporting non-motorized boating, and the campground features 20 campsites across two primary loops and a smaller tent-only and day-use area. This contract will be awarded as a firm-fixed price agreement, with proposals comprising both technical and price components expected in spring 2011. The estimated construction cost exceeds $100,000. It is designated as a HUBZone set-aside, encouraging participation from qualified businesses in designated historically underutilized business zones. The project site is accessed via a combination of paved and gravel roads through mountainous terrain, with a required road subgrade width varying between 14 to 24 feet depending on the location. Key contacts for the project include the contract specialist and procurement technician for the forest service office in Wenatchee, Washington. Additional documents such as pre-proposal meeting notes, photographs, and a conceptual site plan are available to inform interested bidders about site conditions and project requirements.
