BLANKET, HEATING

The contract specifies the procurement of a disposable heating blanket, identified by NSN 6532-01-525-4062, with each unit consisting of a package containing eight blankets measuring 34 by 48 inches (86 by 122 cm). Each blanket must generate and sustain a temperature of 40 degrees Celsius for approximately six to eight hours after activation by ambient temperature, while remaining water-repellent and providing UV protection. The item is classified as a FDA-regulated medical device with a non-extendable shelf life of 60 months, and delivery must occur no later than nine months after the date of manufacture. Packaging must comply with MIL-STD-2073-1E and Special Packaging Instructions MPFWN00001 Rev 03/30/1988, with marking adhering to Medical Marking Standard No. 1, which supersedes MIL-STD-129. All units must be sealed in suitable containers to prevent damage and shipped via the fastest traceable means, excluding parcel post, to the delivery point at 165 North Yearling Road, Whitehall, OH 43213-1365, with a strict delivery deadline of five days after receipt of order. The contract incorporates DLA’s Master Solicitation Revision 104 and applies numerous FAR and DFARS clauses including those related to whistleblower rights, information disclosure, safety notification, transportation by sea, and cybersecurity safeguards. The acquisition is subject to the Buy American Act and Berry Amendment, with thresholds reduced to $150,000, and requires compliance with NIST SP 800-171, hazardous material identification, and anti-trafficking regulations.
