Full Description

The Department of Homeland Security (DHS)/ Immigration and Customs Enforcement (ICE) has a requirement for Fabrique National Herstal (FNH) rifles, Original Equipment Manufacturer (OEM) parts & components (brand name), and services. The DHS/ICE invites FNH USA LLC and its authorized distributors to submit a quote in accordance with the attached package. The information submitted shall include a letter from the OEM verifying that the offeror is an authorized distributor and will supply only genuine OEM parts. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and as prescribed in FAR 13.303. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-83. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number HSCEMS-15-Q-00010 is being issued as a Request for Quotation (RFQ) to procure FNH rifles (to include all the parts and components of the rifle being procured), OEM replacement parts & components, and services as identified in Attachment A. The NAICS code is 332994 (Small Arms Manufacturing) Content and Instructions for Proposal Submission: Quotes shall be submitted in accordance with the attached solicitation package and are due on September 15, 2015 no later than 4:00 pm EST. All questions concerning this combined synopsis/solicitation must be directed in writing via email to Ramon Ramos at Ramon.Ramos@ice.dhs.gov no later than September 9, 2015 @ 4:00 pm EST. No questions or inquiries will be accepted by telephone. The distribution of any resulting amendments to the solicitation will be accomplished solely through the FedBizOpps website. Hard copies of the solicitation documents will not be available; therefore, no written, telephone, or facsimile requests for the documents will be accepted. The FedBizOpps site provides downloading instructions. Interested parties are responsible for monitoring the FedBizOpps site to assure that they have the most up-to-date information about this RFQ.
