This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulations (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 70FBR224R00000001 and this solicitation is issued as a Request For Proposal (RFP). Under this requirement, Federal Emergency Management Agency (FEMA) intends to award multiple Labor Hour Blanket Purchase Agreements (BPAs). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-04. The applicable North American Industry Classification Standard (NAICS) code is 561612. This requirement is for level II security guard and patrol services to provide physical security for FEMA sites and facilities during inital response operations following a disaster declaration in Puerto Rico. The Government intends to award multiple BPAs in response to this solicitation, with BPA call orders to be issued for short term disaster response until contracts can be awarded to support long term recovery operations. Period of Performance: Base period (1 year), with two (1 year) Option periods. Location: Service will be conducted on the Commonwealth of Puerto Rico. The Stafford Act - Local Area Set-aside: PROPOSALS WILL ONLY BE CONSIDERED FROM COMPANIES RESIDING OR DOING BUSINESS PRIMARILY IN THE COMMONWEALTH OF PUERTO RICO. Potential offerors must meet the requirements for FAR 52.226-3, FAR 52.226-4, and FAR 52.226-5 and be operating within the Commonwealth of Puerto Rico, which will be verified upon selection for award or otherwise will be determined ineligible for award. Local vendor determination will be based on SAM registration as defined by FAR 52.226-3(c). If the offeror does not meet representation criteria per FAR 52.226-3(c), the offeror shall furnish documentation to support its representation IAW FAR 52.226-3(c).
