PROJECT DESCRIPTION


The 156th Wing, at the Muniz Air National Guard Base, Carolina, Puerto Rico intends to issue a Request for Quotes conducted under the Revolutionary Federal Acquisition Regulation (FAR) Part 12 procedures for commercial construction to award a single firm fixed-price contract for services, non-personal, to provide all supervision, transportation, labor, materials, equipment, fuel and any other needed materials and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished items, to perform comprehensive HVAC system ductwork insulation repair for Bldg.19 at 156th Wing at Muñiz ANG Base, Carolina, Puerto Rico as shown on drawings contained in the Statement of Works (SOW) incorporated in this solicitation at Muniz Air National Guard Base, Carolina, PR.  Repair works/contract completion time is 60 days after notice to proceed to include inspection and punch lists.


The objective of this project is to replace degraded thermal insulation on the existing HVAC ductwork by flexible wrap-around duct insulation, to maintain energy efficiency, prevent condensation, and ensure optimal climate control for mission operations.

SITE VISIT INFORMATION:
Our agency will host a pre-bid meeting and site visit with a tentative date on-or-about July 9, 2026, 9:30 AM AST (local time), to be held at 200 Antonio (Tony) Santana Ave.  156th Wing Muniz P.R Air National Guard Base, Carolina, P.R. Civil Engineering Squadron Bldg.25 Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the here and in the solicitation.  A site visit will follow the pre-bid meeting.  Although not mandatory, scheduled site visit is critical. We are trying to mitigate potential risks and damages for the government and potential contractor by showcasing the project level of effort. We suggest you carry all necessary material to take notes during the visit, as needed. No questions will be answered during the visit, instead they will be answered in writing by responding to questions via requests for information (RFI) The solicitation and associated information will be available only from the Contract Opportunities page at SAM.gov.


To obtain installation access, interested parties must submit a request for attendance no later than 2:00 PM CT on July 8, 2026, to angel.solis.2@us.af.mil

IMPORTANT BASE ACCESS NOTICE: 156th Wing Muñiz Air National Guard Base is a secure Air Force installation. Access is controlled strictly by security forces. For those processing on-site, you must bring a valid state/federal ID, current vehicle registration, and proof of vehicle insurance. Concealed carry, open carry, and personal firearms of any kind are strictly prohibited on the installation.


REQUESTS FOR INFORMATION (RFIs):
Requests for Information shall be submitted by 2:00 PM CT on July 16, 2026, to the following email address: angel.solis.2@us.af.mil  . Information provided at the site visits, as well as questions, shall not change/qualify the terms and conditions of the solicitation. Any needed changes to the solicitation will be implemented via a formal amendment.


Tentative date for posting our agency responses in the SAM.gov notice is on or about July 21, 2026 by close of business (4:00PM).


SOLICITATION DOCUMENTS:

A complete bid package must contain the following:


  1. Standard Form 1449: Submissions must include a completed SF 1449(enclosed). Offerors must complete Blocks 17a, 30 (all letters) and include your pricing for each contract line item (CLIN 0001 & CLIN 0002) under Section B - Supplies or Services and Prices.
  2. Offerors must submit a comprehensive list of the equipment, materials, and labor disciplines required to accomplish the scope of work outlined in the SOW. Offerors may submit a simple list, such as a Microsoft Word document, provided it contains sufficient detail to demonstrate an adequate understanding of the specific means and methods necessary to successfully complete all solicitation requirements.
  3. Project Schedule: Offerors must submit a realistic project schedule demonstrating how the project will be successfully completed. Schedule must clearly indicate the offeror's proposed timeline as their official position. This schedule must detail the planned sequence of activities, identify key milestones, and clearly align with the performance objectives in the SOW to ensure completion within the established (or proposed) Period of Performance (PoP). Any Critical Path Method (CPM) format is preferable.
