DSN/CSN Repair Bldg. 882 Roof

This is a design-build solicitation for the removal and replacement of the existing roof on Building 882 at Malmstrom Air Force Base, Montana, with a new EPDM membrane roof covering approximately 21,000 square feet. The project is a total small business set-aside under NAICS code 238160, with a size standard of $19,000,000 in annual receipts, requiring all offerors to be certified small businesses. The work includes asbestos testing and monitoring prior to demolition, full roof demolition, installation of the new roof system including drain caps and heat tape, and compliance with detailed contract drawings and specifications outlined in supporting attachments. A site visit is scheduled for June 9, 2026, and all participants must have prior authorization to enter the federal installation via submission of a Contractor Entry Authorization List (CEAL) by June 3, 2026. Performance must begin within 10 calendar days of notice to proceed and be completed within 270 calendar days, with all pricing structured as firm fixed price across six CLINs covering design, mobilization, demolition, installation, asbestos services, and bonding/taxes. Proposals must be submitted electronically via the DoD SAFE system or by email and must consist of three volumes: Technical, Past Performance, and Price/Required Documentation. The Technical volume must include resumes of the architect, structural engineer, or certified roof designer employed by the manufacturer of the roof system, with proof of active licensure in Montana. Proposals will be evaluated using a best value tradeoff approach where past performance is significantly more important than price, followed by technical acceptability and cost. Technical acceptability is a pass/fail gate requiring submission of all mandated documentation, and failure to do so will result in rejection. The contractor must provide performance and payment bonds at 100% of the contract value, comply with health and safety requirements on government installations, adhere to NIST SP 800-171 cybersecurity standards, and follow Buy American guidelines for construction materials. Subcontracting limits apply, with no more than 85% of the contract value (excluding materials) paid to non-similarly situated subcontractors. All payments and receiving reports must be processed through WAWF using specified DoDAAC codes, and offerors must maintain active SAM registration with current certifications.
