The Medical Readiness Contract Office - West, is currently performing market research for an upcoming requirement in support of Eisenhower Army Medical Center, Fort Gordon, GA. The type of solicitation to be issued will be based upon replies to this sources sought, in addition to other market research performed. It is anticipated that a firm fixed-priced contract will be awarded to fulfill this requirement. Please note that this is a sources sought notice for the purposes of market research and to be used for preliminary planning purposes. This is not a solicitation for proposals, and no contract will be awarded from this notice.


Contact with Government Personnel, other than the points of contact identified at the bottom of this notice, by any potential firm, or their employees', regarding this requirement, is strictly prohibited.


The North American Classification System (NAICS) code for this requirement is 621511- "Medical Laboratories." The Small Business Size Standard is $41.5 Million.


SCOPE:


  1. Provide all required facilities, personnel, services, transportation (i.e., shipping), materials, equipment, and supplies required to provide blood donor testing services at a Cost Per Test (CPT) in support of the U.S. Government. It is anticipated that the period of performance will include a one-year base period and four, one-year, option periods.
  2. EAMC will place orders on an "as needed basis", for up to 13,000 donors annually. All tests shall be executed at the Contractor's facility, or within the Contractor's network of laboratories (affiliate or qualified sub-contractor).
  3. All testing shall be in accordance with the Food and Drug Administration (FDA) regulations.
  4. The standard test panels includes:

  • ABO/Rh Antibody screen
  • Syphilis (STS)
  • HBsAg
  • HBcAb
  • HCV
  • HIV 1 and 2
  • HTLV 1 and 2
  • HIV/HCV/HBV NAT {pooled)
  • West Nile Virus NAT IDT (single)
  • Chagas (T.cruzi)
  • Babesia (pooled)

The confirmatory testing will consist of individually run tests:
