Blood Donor Testing Services

The Defense Health Agency, through the Healthcare Contracting Division West, intends to award a sole-source, Firm Fixed Price contract to Bloodworks for blood donor testing services supporting the Naval Hospital Guam. This procurement, conducted under FAR Subpart 13.5 for simplified acquisition procedures, is justified by the vendor's unique ability to meet strict regulatory requirements and turnaround times given the geographical isolation of Guam. The total estimated contract value is 927,150.00 dollars, covering a period of performance from December 15, 2025, to December 14, 2030, which consists of a base year and four option years. The scope of work requires the contractor to provide comprehensive serological and nucleic acid testing for approximately 1,400 donations annually, including screenings for HIV, Hepatitis B and C, Syphilis, West Nile Virus, Babesia, and Chagas, among other specialized panels. Testing will be performed at the Bloodworks laboratory in Renton, Washington, with results delivered electronically to Naval Hospital Guam within 24 hours of sample receipt. To ensure clinical safety and compliance, the contractor must maintain FDA 2830, AABB, CAP, and CLIA certifications. Performance is monitored via 100 percent inspection of critical metrics, with a requirement of zero deviation from established delivery and quality standards.
