AI Contract Overview
The contract specifies the procurement of a Blood Typing Kit, identified by NSN 6515-01-539-6531, designed for determining ABO and Rh blood groups using a fingerstick method. Each unit contains a pre-impregnated test card with anti-A, anti-B, and anti-Rh reagents, a lancet, an alcohol prep, and a pipette, with a unit of issue being a package of five. The product must have an 18-month shelf life, with no more than three months elapsed from the date of manufacture to delivery to the government. All units must be individually sealed in protective containers and packed in commercial shipping containers suitable for safe transport via common carrier at the lowest cost to the specified delivery point, APO AP 96260-5479. Packaging and preservation must comply with MIL-STD-2073-1E, with all marking governed by Medical Marking Standard No. 1, which supersedes MIL-STD-129 except for radioactive materials, where MIL-STD-129 remains applicable. Containers must be clearly marked with the lot number and date of manufacture prefaced by “MFD.” The contract incorporates numerous FAR and DFARS clauses, including cybersecurity safeguards under 252.204-7012, trafficking in persons compliance under 52.222-50, and employment eligibility verification under 52.222-54. Contractors must comply with the DLA Master List of Technical and Quality Requirements, submit through DIBBS by the May 19, 2026 deadline, and ensure all deliveries meet destination inspection and acceptance standards. Payment will be processed through WAWF, with invoicing for fixed-price items requiring receiving reports. The solicitation implies a simplified acquisition process with a potential LPTA award methodology, though the official contract type remains unspecified. Offerors must validate their Unique Entity Identifier and CAGE code and provide required socioeconomic representations. Compliance with hazardous material labeling under OSHA HazCom and FDA standards for medical devices is mandatory, and the government retains full inspection authority at the point of delivery.
