COMMERCIAL PRODUCTS
BRAND NAME OR EQUAL
This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This acquisition will be processed in accordance with FAR Part 12 and FAR Part 13. The Government intends to award a Firm-Fixed-Price purchase order. All responsible sources may submit a quotation which, if timely received, shall be considered by the Government.

A. REQUIREMENT

Shipping Terms:
FOB Destination. Total quoted price shall include all delivery and freight charges. Vendor shall confirm ability to meet the required delivery date.
C. BRAND NAME OR EQUAL
FAR 52.211-6, Brand Name or Equal, applies to this solicitation. To be considered for award, any offered equal product must meet the salient physical, functional, and performance characteristics identified in this solicitation and Attachment 1. Offerors proposing an equal product shall clearly identify the offered product and provide sufficient technical documentation, including product literature, specifications, drawings, or other supporting information, for the Government to determine acceptability. Failure to provide adequate supporting documentation may result in the quotation being found technically unacceptable.
D. BUY AMERICAN
Buy American applies to this acquisition. The offered end product shall be manufactured in the United States. Offerors shall identify the country of origin/manufacture of the offered end product and provide supporting documentation sufficient for the Government to verify compliance. Offers that do not demonstrate compliance with applicable Buy American requirements may be found ineligible for award.

- Warranty information applicable to the shelter, ECU/HVAC, generator, trailer, and associated components
- Completed solicitation-specific representations and certifications, if applicable, that are not reflected in the offeror’s current SAM registration

F. BASIS FOR AWARD
Award will be made on a best value basis considering:
- Technical acceptability
- Delivery
- Price
Past performance may be reviewed for responsibility purposes as applicable. Quotes must demonstrate compliance with all technical requirements.
G. INVOICING AND PAYMENT
No down payments or advance payments will be made. Payment will be made by Government purchase order, Net 30, and the vendor shall assume financial responsibility until the order is delivered and accepted by the U.S. Coast Guard.
IPP Invoicing: All invoicing for purchase orders shall be entered and processed through IPP. All invoices must contain the purchase order number, vendor invoice number, CAGE number, PO item number, description of supplies or services, unit prices, and extended totals. Vendors without an IPP account shall indicate that fact so the issuing office can establish one.
H. SAM REGISTRATION / REPRESENTATIONS AND CERTIFICATIONS
Offerors shall complete required annual representations and certifications in SAM and ensure registration is current prior to submission of a quote, unless a valid exception applies.
If an offeror has completed the annual representations and certifications electronically in SAM, the Government will rely on those SAM representations to the extent permitted by the applicable solicitation provisions. If a representation or certification required by this solicitation is not available in SAM, is not accurately reflected in SAM, or is required by a solicitation-specific provision included in this RFQ, the offeror shall submit that representation or certification with its quotation.
Offerors are responsible for reviewing all solicitation provisions and ensuring that any required representations and certifications not covered by SAM are separately completed and submitted with the quote.
For any solicitation provision requiring representations or certifications not completed through SAM, including FAR 52.240-90 if applicable, offerors shall submit those representations and certifications with their quotation.
System updates may lag policy updates. The Government will evaluate representations and certifications based on the provisions included in this solicitation.
