This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR part 12, Acquisition for Commercial Products and Commercial Services. NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Norfolk, VA intends to award a firm fixed-price contract. This requirement will be solicited as 100% set-aside for small business. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This solicitation SHALL be posted on SAM.gov. The RFQ number is N0018926QL143. This solicitation documents and incorporates provisions and clauses in effect through FAC 2026-01, (effective date: 13 March 2026) and DFARS Publication Notice 20261110 (effective 10 November 2025). The NAICS code is 484230 and the Small Business Size Standard is 34 (millions of dollars). The proposed contract action is for services for which the Government intends to solicit and negotiate a Firm Fixed Price contract. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. All bids, proposals, or quotations received by the closing response date, will be considered by the Government. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States.  Lack of registration in the SAM database will make a vendor ineligible for award. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Small Business Office concurs with this determination. This solicitation is a Request for Quotation (RFQ) and is being process pursuant to the policies and procedures of FAR Part 12 "Acquisition of Commercial Products and Commercial Services”.


To the extent that the terms appear in the solicitation, the terms “RFP”, “OFFER”, “PROPOSAL”, and “OFFEROR” shall mean “RFQ”, “SUBMISSION”, “QUOTE” and “QUOTER”, respectively.
