Body Armor, Riot Shield and Supplies Proposal Request. Proposal Must Be Submitted By: July 15, 2026 Before 3:00 p.m. CST

The State of Mississippi is soliciting proposals for the supply of body armor, riot shields, and related law enforcement equipment under solicitation number 1130-26-R-NBID-00021, with proposals due by 3:00 p.m. CST on July 15, 2026. This solicitation, issued under NAICS code 423990, is targeted at manufacturers capable of providing comprehensive lines of ballistic protection gear, including Type II and Type IIIA body armor, ballistic shields, raid and tactical vests, and accessories, all of which must comply with current National Institute of Justice (NIJ) standards, specifically NIJ Standard 0101.06. Each proposed vest must include two outer shells and a carrying case, with all items required to be delivered F.O.B. destination at the vendor’s expense, and no reimbursement for shipping or freight costs is permitted. Pricing must be submitted via a standardized spreadsheet (Attachment B) showing discounted rates below the manufacturer’s suggested retail price (MSRP), with discounts required to be competitive relative to GSA contracts, other state governments, and large commercial buyers. The contract, if awarded, will run from October 1, 2026, to September 30, 2027, with no renewal options. All vendors must be registered with the Mississippi Secretary of State’s Office and must certify they are not under debarment or suspension by any state agency. Contractors are required to comply with all applicable federal, state, and local laws, including Mississippi’s Employment Protection Act and anti-discrimination policies, and must ensure all personnel meet federal immigration eligibility requirements. The contract prohibits assignment or subcontracting without prior written state approval, and the state retains the right to review and approve all personnel or subcontractors.
