The contract involves the provision of annual boiler cleaning services at the Downstate Health Sciences University in Brooklyn, NY, with a maximum award amount of $125,000 for a one-year period. It is awarded under New York State's discretionary authority, specifically NYS Education Law 355(5)(a), which allows purchases up to this amount without a formal competitive bidding process, typically to NYS small businesses, certified minority or women-owned enterprises, or recycled/remanufactured commodity sellers. Interested vendors must contact the designated campus representative, Dionne Harper, within fifteen business days of the notice, as no sealed bid will be held. The procurement is governed by NYS Finance Law §§139–j & –k (Lobbying Law), restricting communication to the specified contact to avoid violations that could lead to debarment or disqualification. The successful contractor will be required to submit documentation confirming vendor responsibility, compliance with tax laws, and current workers’ compensation and disability insurance forms. The contract does not specify detailed evaluation criteria, scoring, or award methodology, as it relies on the discretionary authority of SUNY. The scope is limited to performing annual boiler cleaning at the Brooklyn campus, with no mention of packaging, shipping, or inspection requirements, given the service nature of the work. Administrative details include the need for compliance with various legal and procedural requirements, but no specific clauses, attachments, or technical specifications are provided in the available documentation. The contract emphasizes strict contact restrictions, mandatory submission of responsibility and compliance documents post-award, and a straightforward one-year performance period, with the total value capped at $125,000.
