This requirement is for boiler maintenance and repair services at the Naval Submarine Base New London, Groton, CT. This work includes, but is not limited to, providing all labor, management, materials, supervision, tools, facilities, transportation, and equipment necessary to deliver the services as described in the Performance Work Statement (PWS) of the Request for Proposal (RFP).

The Government intends to award a Firm-Fixed-Price (FFP), Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The contract will consist of a one (1) year base period, plus four (4) consecutive twelve (12) month option periods. A minimum guarantee will be established for the base period.


This solicitation will be issued on an "Unrestricted" basis under NAICS Code 238220 (Plumbing, Heating, and Air-Conditioning Contractors). The Small Business Size Standard is $19.0 Million.


Offerors will be evaluated using the commercial procedures as prescribed in FAR Overhaul Part 12. The Government intends to award a contract resulting from this solicitation to the responsible contractor with the lowest price, technically acceptable (LPTA) proposal using the following evaluation factors; Price, Corporate Experience, and Past Performance. The offerors proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation. The resulting contract will be awarded to the responsible offeror whose proposal conforms to the Request for Proposal (RFP). 

Prospective contractors must be registered and active in the System for Award Management (SAM) database prior to award (access via https://www.sam.gov). Offerors are notified that failure to register in SAM prior to award shall render their firm ineligible for award.
