DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED Contractor shall provide all tools,equipment,labor,materials and transportation necessary to provide "Preferred Digitalcable Television" service with digitalconverter cable boxes and remote controls to 19 unaccompanied Airman dormitory dayrooms and common areas. Installations shall include tamper resistant connections with any corresponding coax cables. Also provide cable internet service (2/1MB/sec) for 6 Permanent Party dormitory dayrooms. 2. JUSTIFICATION FOR SOLICITING FROM A SINGLE SOURCE GCIis the only telecommunications company that can provide both internet service and cable1V over the existing infrastructure within the dormitories. Each room only has a singfe cable drop and therefore can only support one vendor at a time.To have another vender provide service (TV or Internet),you would have to duplicate the existing infrastructure to provide cable1V over one cable and internet service over the other. 3. EFFORTS TO OBTAIN COMPETITION Icalled Alaska Communications Systems (ACS) and Alasconnect for internet service and cable.None of these companies provide both services.Icalled Direct Tv & Dish Network,the only other cabel services in the localarea. They operate on a satellite dish,which is not allowed on base.GCI is the only company that can provide Eielson AFB its need requirement of cable and internet. 4. STEPS TO PRECLUDE FUTURE SINGLE SOURCE AWARDS In the future I will do market research to ensure there are not new companies in thelocalarea that can provide the need services for Eielson AFB. 5. CONTRACTING OFFICER'S DETERMINATION Ihave determined,in accordance with FAR 13.106-1(bl(1),that the drcumstances of this contract action deem only a single source is reasonably available.
