AI Contract Overview
The contract specifies the procurement of 556 units of a BOLT, SHEAR identified by NSN 5306014388266 and part number NAS1103-11, manufactured in accordance with the current revision of the non-government consensus standard NAS1103 through 1120, Revision 11 dated April 27, 2010. The item is classified as a commercial item, including commercial of a type, and hardware manufactured to any prior current revision of the standard is acceptable, but all units delivered after the solicitation date must conform to the latest revision. The material carries no shelf life requirement, and identification marking must comply with paragraph 4.1.b(2) of MIL-STD-130N in addition to manufacturer logos, lot numbers, and material identifiers. Inspection and acceptance are both required at origin under FAR 52.246-2, and the manufacturer’s inspection system must meet the minimum requirements of SAE AS9003 or ISO 9001 tailored to SAE AS9003. Sampling must be conducted using MIL-STD-1916, ASQ H1331 Table 1, or a comparable zero-based sampling plan, with MIL-STD-105/ASQ Z1.4 permissible only for determining sample size but requiring zero non-conformances unless otherwise specified. The contract mandates packaging per ASTM D3951, with DLA’s Master List of Technical and Quality Requirements taking precedence, and all packaging and labeling must adhere to MIL-STD-129. Palletization must follow RP001: DLA Packaging Requirements for Procurement. Delivery is due 117 days after order award, with an original required delivery date of November 5, 2026, and a need ship date of December 9, 2026, delivered FOB origin to the DLA Distribution Warner Robins facility in Georgia. The procurement is a small business set-aside, with HUBZone price preferences available to SBA-certified vendors and the mandatory submission of a Safety Data Sheet prior to award to ensure responsibility. The offeror must also certify compliance with the Buy American Act, Berry Amendment, and restrictions on covered telecommunications equipment under FAR 52.204-24 and DFARS 252.204-7016. All
