Bond Traffic Signal Construction – Group 7 – Illinois Avenue at Western Park & Wheatland Road at Greenspan Avenue

The City of Dallas, through its Department of Transportation and Public Works, is soliciting bids for the construction of new traffic signals at the intersections of Illinois Avenue at Western Park and Wheatland Road at Greenspan Avenue under solicitation number CIZ26-TPW-4004. The project, part of the 2024 Bond Program, requires full installation of traffic signal heads, base-mounted and pole-mounted controller cabinets, foundations, 2-inch and 3-inch PVC conduit (both bored and trenched), electrical power wire, radar detector cable, standard LED cobra head luminaires, pavement markers, and thermoplastic markings. All work must comply with NCTCOG Standard Specifications 5th Edition, Federal Specification WW-C-581d, ANSI C80.1, and UL standards, with additional requirements for accessible pedestrian signals detailed in Exhibits F and H, and detector mounting guidelines in Exhibit N. The contract includes a special “Trinity” style luminaire extension and mandates that fiber optic cable be imprinted with “City of Dallas, Traffic Signals, 214-670-4812.” The scope also requires staking, submission of two sets of shop drawings for engineer approval, and adherence to project schedules with a maximum completion timeframe of 210 working days from the issuance of a work order. All work must be performed in Dallas County, Texas, and subject to final acceptance by the City. Bids must be submitted electronically through Bonfire by 1:00 p.m. CST on Friday, July 17, 2026, with opening at 2:00 p.m. the same day viewable via the City’s webcasting portal. Bidders must meet five mandatory pass/fail criteria: five years of relevant experience, submission of complete and signed bid tabs and all addenda, a bid security of at least 5% of the bid amount via cashier’s check or Texas bid bond, and electronic submission only. The contract will be awarded to the lowest responsible and responsive bidder. Successful bidders are required to furnish performance and payment bonds at 100% of the contract value, commercial general liability insurance of $1 million per occurrence, and umbrella liability coverage of $2 million per occurrence, with claims-made policies requiring 24 months of post-completion coverage. Compliance with prevailing wage laws, the MIT Living Wage, and ADA requirements is mandatory, along with strict non-discrimination policies covering race,
