Humble Independent School District is soliciting proposals under RFP 2024-104-28 for the supply of print and digital books, periodicals, reference materials, and educational publications to support its curriculum and instructional needs across Texas. The solicitation is open to all qualified vendors without set-aside restrictions and operates on a rolling basis with responses accepted until June 16, 2028, at 12:00 PM, after which no further submissions will be considered for award. The resulting contract will remain effective from the award date through October 16, 2028, with an initial one-year term aligned to the district’s school calendar and potential renewal options up to four additional one-year extensions. Vendors must submit electronic responses through the Euna Procurement platform, including a current W-9 form, a completed Form 1295 registered under project number RFP 2024-104-28, a digital catalog or link to product offerings, and optional additional price listings. Proposals must include discount percentages for paperback, hardback, digital, reference, and magazine items, as well as cost details for shipping and additional services. All prices must remain firm throughout the contract term, with any requested increases requiring 90 days’ written notice to the Director of Purchasing. Award decisions will be made based on a best-value determination, not solely on low price, using a 100-point evaluation system that prioritizes percentage discount offered (35 points), followed by vendor catalog and pricing, agreement to purchase order and payment terms, Texas K-12 experience (combined 15 points), quality of goods and services (10 points), vendor reputation (10 points), alignment with district needs (10 points), past relationship with Humble ISD (10 points), and total long-term cost to the district (10 points). Compliance with federal and state regulations is mandatory, including adherence to 2 C.F.R. Part 200 for federally funded contracts, the Clean Air Act, Federal Water Pollution Control Act, Equal Employment Opportunity requirements under Executive Order 11246, and Texas Education Code provisions such as SB 12, Section 22.0834 for criminal background checks on employees with student contact, and Section 44.031(b) for bid evaluation. Vendors must also maintain Workers’ Compensation, general liability, and automobile liability insurance, provide
