Boone County Public Works Voucher Program for Waste Disposal

The Boone County Fiscal Court is soliciting bids for a waste disposal program that provides citizens with vouchers to dispose of eligible debris, bulk items, and garbage at a contracted vendor’s facility. The contract term begins upon execution and runs through June 30, 2027, with the option to renew for one-year extensions upon mutual agreement. The program excludes liquid waste, hazardous materials, paint, mattresses, and tires. Citizens are responsible for transporting waste to the vendor site per established guidelines and applicable laws, while the County reimburses the vendor for each valid voucher redeemed. The vendor must operate under a fixed-price arrangement, submit monthly invoices with supporting logs, and validate vouchers electronically. A total of approximately 3,000 voucher loads per year are anticipated, with each limited to the capacity of one pickup truck bed or an 8-foot trailer under three feet in height. All services must comply with federal, state, and local regulations including the ADA and Civil Rights Act, and the vendor must hold necessary permits, maintain a drug-free workplace, and carry specified insurance coverage with Boone County named as an additional insured. Bids are evaluated on a lowest price technically acceptable basis, considering quality, conformity, suitability, delivery, qualifications, and references. Technical acceptability is mandatory, and the lowest-rated compliant bidder will be awarded. Kentucky residents and qualified bidders may receive preferential treatment if proper documentation is submitted. The vendor must also indemnify Boone County against claims arising from their negligence, submit required certifications including W-9 and insurance, and adhere strictly to electronic submission protocols via the Boone County Vendor Portal. No deviations from specifications may be made without full written justification, and ex parte communications with County staff will result in immediate disqualification. All proposals must be submitted electronically by August 31, 2026, and failure to comply with submission guidelines, missing documentation, or failure to meet insurance or certification requirements will result in bid rejection.
