This procurement is a 100% Total Small Business Set-Aside. All interested and capable small business offerors are encouraged to submit a bid/proposal.


Project Description


The U.S. Army Corps of Engineers (USACE), Pittsburgh District, has a project that involves the rehabilitation of the Etna Federal Local Protection Project along West Little Pine Creek in the Borough of Etna and Shaler Township between station 24+00 and 26+90, Allegheny County, Pennsylvania. The original channel and embankment sustained severe erosion and structural damage during storm events in April 2024. The work is to be completed within 120 calendar days after written Notice to Proceed (NTP).


The Anticipated Construction Cost is between $200,000.00 and $450,000.00.


Major Components of Work:


  • Site Control & Water Management: The contractor will be responsible for the design, installation, monitoring, and removal of temporary water diversions, pumping/dewatering systems, and robust erosion/sediment control measures to maintain a dry in-channel work environment.
  • Excavation & Channel Restoration: This phase requires the excavation, clearing, and off-site disposal of accumulated in-channel sediment, debris, failed concrete pavement, and damaged riprap.
  • Embankment Reconstruction: The work includes sourcing, hauling, placing, and compacting approved soil fill to restore the embankment to its original design grade.

The contractor is responsible for all project submittals, including, but not limited to, a Quality Control Plan and Accident Prevention Plan.


Special Notice: Safety and Qualification Requirements


Safety Compliance (EM 385-1-1): Offerors are advised that all work on this project must strictly comply with the latest edition of the U.S. Army Corps of Engineers (USACE) Safety and Health Requirements Manual (EM 385-1-1) (Link: https://www.publications.usace.army.mil/Portals/76/EM%20385-1-1%20_EFFECTIVE%2015March2024.pdf). Prior to commencing work, the contractor must submit and secure Government approval for a site-specific Accident Prevention Plan (APP) and comprehensive Activity Hazard Analyses (AHAs).


To enforce these standards, the contractor must employ a full-time, dedicated Level 1 Site Safety and Health Officer (SSHO) who must be present on-site at all times when work is in progress. The SSHO may also serve as the Quality Control System Manager (QCSM) but is strictly prohibited from serving as the project Superintendent. See Personnel and Contractor Qualifications.


Personnel and Contractor Qualifications: To ensure technical competency and safe execution of this project, the Government requires key personnel to meet strict experience thresholds. The contractor must assign a Project Superintendent with a minimum of five (5) years of construction experience, with at least five (5) of those years acting as a superintendent on earthwork and channel restoration projects similar in size and complexity. Additionally, the contractor must provide a Quality Control System Manager (QCSM) who has a minimum of five (5) years of construction experience on similar projects and holds a valid "Construction Quality Management for Contractors" (CQM-C) certification, as well as a dedicated Site Safety and Health Officer (SSHO).


General Information


The North American Industrial Classification Code (NAICS) is 237990 – Other Heavy and Civil Engineering Construction. The Small Business Size Standard is $45,000,000.00. Any resultant award will be for one (1) Firm-Fixed-Price (FFP) Purchase Order.


The solicitation will be issued on or about 7 September 2026, via the Procurement Integrated Enterprise Environment (PIEE), which posts the opportunity to SAM.gov. The anticipated award date is 23 October 2026. The basis of award will be of best value to the Government.
